Business Transformation through an organisational blueprint for lead central government agency

Our client, a lead New Zealand central government agency, had embarked on sweeping reforms of its sector. A new policy framework and sector strategy would have major impacts: on how sector organisations would be funded for the services that they provide the public and how outcomes of those services would be evaluated for performance. This touched every aspect of the organisation.

Value for money was a key factor for decision makers due to the scale of the effort. We were commissioned by the Corporate branch of the agency to assist all departments develop a shared understanding of the agency’s key objectives, functions, processes and the key Information and technology assets – so that business investment could be focused on the priorities jointly agreed by senior leaders. This formed a key pillar for the business case for change supporting the new policy direction.

We developed a blueprint that covered the entire agency. We engaged with all divisions and at multiple levels to clearly articulate the impact of the change.

Our work in developing the Ministry’s blueprint and supporting the establishment of a key committee to oversee it, was key to generating the buy-in from the organisation as a whole.
